Surrogate mothers from safe regions only

Only from Western and Central Ukraine — Lviv, Ivano-Frankivsk, Ternopil, Vinnytsia, Cherkasy and the safer parts of Kyiv region. Never from the east, the front line or the Russian border.

Birth in Kyiv or Lviv

Kyiv (strong air defense) or Lviv (3 hours from the EU border). Both have hospitals with shelters, backup generators and NICU departments.

You don't need to be here during pregnancy

Most parents do not visit during pregnancy — it is coordinated by video call. You come for the birth and stay 2–4 weeks for documents.

Contingency plan for every program

If a region becomes unsafe, surrogates move to Lviv, births shift to safer hospitals and travel goes via Poland. I coordinate this personally — and it has already been used.

The track record

I have run programs through the war since one month before the full-scale invasion of February 2022. In over four years, no family or surrogate in our care has come to harm from the war — with healthy babies born for families from Australia, Croatia, Denmark, the Philippines and the United Kingdom.

The honest part: nothing in a war zone is 100% guaranteed. If you are risk-averse, Georgia and Armenia offer the same price and legal security without a conflict.

Gestational surrogacy is set out in the Family Code (Article 123) since 2002. Married heterosexual couples with a medical indication, where at least one parent is genetically linked to the child, are the legal parents from birth.

Common questions about surrogacy in Ukraine

Is surrogacy legal in Ukraine in 2026?

Yes. Article 123 of the Family Code has permitted gestational surrogacy since 2002 for married heterosexual couples where at least one parent is genetically linked to the child. Both parents are named on the birth certificate at birth.

Is surrogacy in Ukraine safe during the war?

We have coordinated programs safely since one month before the February 2022 invasion. Partner clinics operate in Kyiv and Lviv (about 3 hours from the EU border), with safety managed on the ground throughout.

How long does the surrogacy process in Ukraine take?

Most journeys take 12 to 18 months from surrogate matching to bringing your baby home, depending on matching time and whether the first embryo transfer succeeds.

Can foreign couples do surrogacy in Ukraine?

Yes. Ukraine's framework is designed for international intended parents. We support married heterosexual couples from abroad through every legal, medical, and travel step.
